Also, only the user with admin access can view the subscription info of an account or cancel the subscription. Users that have standard access role permission can't view details of the existing subscription or cancel the account.
The error message you encountered indicates that you have regular access to the account. You also don't have access to the Manage users option from the Gear icon.
