I pay for QB Pro 1 User Monthly Service Plan for QB Desktop, 2019. I have recently moved to QB Online Essentials, but need to upgrade to Pro, if I am not using the Desktop version I don't need to be paying the monthly service plan correct? Please confirm.

Yes, if you're not using the Desktop version and you have all your data out that you need you could call Desktop support to cancel 0808 168 9535.
If wanting to upgrade (Essentials>Plus) your online subscription you can do this within the product, Cog>Account and settings>Billing and subscription>Upgrade.

Keep in mind, when you are upgrading or downgrading the plan, you will pay the regular price at once. You may migrate to a new QBO account to get the current discounted price for up to 6 months. Once it is migrated, cancel your QB Desktop subscription and cancel your old QBO account. Secure the data file of your QBD for archive and utilize the trial license to open it if required.
