I recently had to re-install Windows on my PC - after installation, I tried re-installing Quickbooks 2016 but I could not activate my copy as I need to call a number that tells me that Inuit no longer support desktop versions of Quickbooks.
Is there another number I can call in the UK where I can talk to a human who can explain how I can activate my desktop version that I have bought and paid for?

To begin with, please know that it's our priority to help you stay compliant. However, we have decided to discontinue all QBDT services for our UK users starting June 30, 2023, due to recent changes to accounting and tax regulations.
As a workaround, you can contact our support lines with requests for product activation. You can visit this link and locate their number at the top right corner: Welcome to the UK QuickBooks Community.

I have called the number on the website that you mention, but I get caught in the loop of the pre-record message telling me that QB desktop is no longer supported etc - This is when I choose Option 1.
I also have the problem that I did not have an online account with Inuit so I had to create one recently, however this new account is not linked with any of my licenses and there is no way to link them together.
I don't think they are willing to give you activation codes for QB Desktop anymore. Since your company is in the UK, they just want you to switch to QB Online. You can use the QB Desktop trial as a workaround. You should contact @Fiat Lux - ASIA for assistance.
Thanks for the advice. I did suspect they were pushing me to go for the online subscription.
