Have you set up CIS within your account? Please find attached an article on how to do this if you are unsure: https://quickbooks.intuit.com/community/Help-Articles/CIS-in-QuickBooks/m-p/239830?advanced=false&co...

 

Once you have set this up, you should be able to set up a subcontractor. The article also talks you through how to apply CIS to your transactions.
