Does anybody know how to check the PAYE & NI Parameters in Payroll?

Do we get notified of changes that you are making to these parameters or is there somewhere that we can look ourselves to see what the latest parameters are that we are using?

You won't be able to get any notifications about the changes in PAYE and NI Parameters. However, you can always visit this article to see the updates: Payroll Tax Year Changes 2020/2021.

In addition to that, you can directly visit your government website for more details: https://www.gov.uk/guidance/rates-and-thresholds-for-employers-2020-to-2021. 

I'd also recommend contacting your state agency or your accountant to determine what parameters you should be using.
