As a workaround to address your concern. You can create a service item and then in the income account field, associate the expense account with a detail type that corresponds to the cost of labor or any other type that your accountant prefers.
Next, create a billable expense by selecting the service item you created in the Item Details section, indicating the number of billable hours and rate in the quantity field, ticking the Billable box, and entering the name of your USD customer. Finally, save and close the bill, then create an invoice for that USD client, and lastly click the Add button on the right panel on the invoice. You may include other items/services on this invoice.
