It looks like this issue has still not been resolved.
I will leave Quickbooks for good this Wednesday and share my experience with my 250,000 followers if not fixed. I can see in multiple forums many people have complained about the same issue for months but there has been no solution.

I need to 'resubscribe' so I can start using Quickbooks features. I have over 18 months of data on my account. I would like to avoid having to create/set up a new account. I just want this resolved asap. I have accountants waiting to do some work on my account. They have been waiting for a long time.

Something's not quite right. Please update your payment information and try again. If the issue persists, please contact support and reference this message (Error code:-81624) is from payment authorisation failed.
You need to either use a different credit card or contact your Financial institution to understand why they are not relinquishing the funds.
