Multi-user error

Upgraded to enterprise 2022, server 2019 windows 10 pcs, 100% upgraded and patched. after install and file conversion switched over to multi-user mode on server. The issue is the pc users cannot connect a file if any user already has company file open. 
We receive two different errors one 6190 and 816. the other is a message that the file is open and that user needs to switch to multi-user, (which they are already in)

trouble shooting: ran tools hub on server it finds no issues.

checked firewalls all open for QB.

dropped firewalls

spend an hour with tech support they have nothing on this type of issue their only suggested resolve is to revert back to 2021.  

Once again anyone can open a company file in multi user mode but a second user cannot, All company files open in single user or multi-user unless a user is already in that company file, then they receive one of the two errror message listed above.

any ideas welcomed as I've exhausted postings and QB tech support.

This error is usually has 3 or 4 more digits and a message that says you can't open your company file. Here's are some of the process you can do to resolved the issue.

Step 1: Update QuickBooks
Step 2: Download the QuickBooks Tool Hub and run File Doctor.

If issue persist, you can follow these solutions below:

Open the file locally

Solution 1: Rename the .ND and .TLG files.
Solution 2: Open a sample company file.
Solution 3: Copy the QuickBooks file on the Desktop.
Solution 4: Restore a backup.
Solution 5: Use ADR to restore your backup.
