What does the part circled red mean ?

Hello and welcome to the QuickBooks Community, David

The CLR column refers to the transactions cleared status (which means it has been tentatively reconciled). Tip: If a transaction is added to QuickBooks through a connected bank account, it will be automatically marked as cleared.

Manually added transactions can be marked as cleared in the Account History. To do this, go to the Chart of Accounts and select Account History beside the bank or credit card account that the transaction relates to. Then, view the Tick column (this shows the transactions reconciled status, whether it has been cleared or reconciled).

You can click on the transaction to change the status to blank (not cleared), C (cleared) or R (reconciled).

The advantage is that transactions marked as cleared will be automatically selected on the reconcile page when you go to reconcile the account. For further tips on reconciling an account in QuickBooks Online, see here.
