I need more information about the application you mentioned to provide accurate resolution. Are you referring to a direct deposit and are they set up as contractors in your QuickBooks? Any additional information is much appreciated.
However, you may have a construction management app with the subcontractor billing management feature to integrate with your QBO. You can also utilize a 3rd party app that you integrate with QuickBooks, check this page: QuickBooks Apps.

An Application for Payment (under Construction Act) is more like a Progress Invoice - QBO can do these if you turn on in Settings.
Whether it satisfies the requirements of the Contractor is another thing - the format for Applications is usually laid down in the Contract.
You might be able to modify a Quote/Estimate to suit but these will not post to your accounts - at some point you will have to create an invoice in order to enter into QBO.

Hello Ehsnortheast-hot, thanks for posting on the community page, there is no direct way to do an application in QuickBooks, so you could do an estimate/quote for them and then you will be able to turn this into an invoice at a later date.
