My customer has tried using two different credit cards to pay invoice. What can the issue be?

This is the message from my customer.  

I have tried to pay this multiple times, with two different credit cards, both of which are working cards, and the transaction is not going through.
 
Now I am getting a message that it may have been paid, and that it could just be a delay in the Intuit system.
