We're not aware of any current issues with the recurring transaction feature in QuickBooks Online, including using the pause and delete actions.
To check for any browser issue that may be hindering QuickBooks performance, please consider clearing the cache and Intuit-specific cookies, or open QuickBooks in a different web browser.
