When you set up or use the VAT feature, some codes (including Out of Scope) are added to your account automatically. The Out of Scope option can be found under the VAT column when adding products and services to an invoice or sales receipt it will be called NO VAT
No VAT is charged on goods or services that are exempt from VAT or are outside the scope of the UK VAT system. These transactions will not appear on your VAT returns.

.In case the option is unavailable in the dropdown, the browser's stored cache may be full. It can cause unusual behavior in QuickBooks, such as being unable to add a specific code.
I'd first recommend accessing your account using a private browser. It doesn't store data in the cache. Thus, it's a great way to isolate browser-related issues. Please attempt to add the code again. If it works, let's clear your browser's cache to have a clean slate, so it'll function efficiently.
