Users assigned to general sales or purchase roles are generally restricted from submitting VAT returns, JH72.
You can request access from your Primary Admin to re-assign this back to you, or assign it to roles such as Company Admin, Standard All-Access, or In-House Accountant. These user permissions have the necessary access to accounting features and VAT.
To do this, provide these steps to your Primary Admin user to re-assign this role back to you:
- In QBO, go to Settings and select Manage Users.
- Find the user you want to make the primary admin.
- In the Action column, click Edit and change their role to Company Admin. Then, Save Changes.
- Select the ▼ dropdown under the Action column and select Make primary admin.
- Select Change primary admin to confirm the change.
- Then, sign out of QuickBooks.

However, if you wish to remain the Primary user, let them assign these roles to you:
- From the Manage Users page, click on the specific user.
- Change the role to either Company Admin, Standard All-Access, or In-House Accountant.
- Then, Done.
If the VAT return is urgent and can’t be delayed, the current Primary Admin users can temporarily submit it on your behalf.
