I too had a similar problem last week. I am using 'VBO Plus' - it has the black banner.
Via an online chat I was provided with some helpful advice. The following was first clarified:
1. I had registered MTD with HMRC.
2. I had waited for the email from HMRC, confirming it was set up.
3. I then went though the necessary steps, as per a recent webinar. Which is still available.
4. I had the logo on the 'Taxes' webpage, i.e. "Making Tax Digital Enabled".
5. Within 'Account and Settings' (accessed via the 'Company' COG) and then within 'Advanced' - Making Tax Digital (MTD) - HMRC connection - On'.
The online agent, also clarified the issue with their senior.
I was then asked about my 'Open' VAT period. My next VAT period was 1Feb-30Apr.
The conclusion was that , because there is not a requirement to submit any information to HMRC, the connection was therefore 'Blocked'. It would seem all is okay, and all steps had been taken. Everything is seemingly in place ready to 'make a new connection, after 30 Apr, when I was then ready to submit my next VAT Return.
