Understanding Modern Awards 2026 changes for Health & Social Care Businesses

Health and social care payroll carries some of the most intricate award rules in the country - shift allowances, broken shifts, and rates that vary by qualification and role under awards like the Aged Care Award (MA000018) and the Health Professionals and Support Services Award (MA000027). In 2026, that complexity got a further layer: two separate rate increases in the space of six weeks.

What's changed in 2026

Modern award minimum wages rose 4.75% from the first full pay period after 1 July 2026, and minimum pay rates for eligible aged care and health sector workers rose again from 1 August 2026, as part of the FWO's gender undervaluation priority awards review. For a sector already managing broken shifts and multiple allowance types, back-to-back changes make it easy for a manual setup to fall out of date without anyone noticing.

As with any award-covered sector, the stakes for getting it wrong have increased. Wage theft has been a criminal offence in Australia since 1 January 2025 for intentional underpayment, with penalties up to $8.25 million for companies and $1.65 million plus 10 years' imprisonment for individuals. Genuine errors aren't criminalised, but they still mean back pay, interest, and civil penalties — and with two rate changes this year alone, it's worth confirming nothing was missed.

Common places errors creep in

  • The 1 August sector-specific increase applied but the general 1 July award increase missed, or vice versa
  • Broken-shift allowances not recalculated after a base rate change
  • Qualification-based classifications not updated as staff complete new certifications

A quick check worth running

  1. Compare your shift allowance and broken-shift settings against the current pay guide for your award or the Pay and Conditions Tool.
  2. Run a test pay for a shift that includes an allowance and check the total looks right.
  3. Confirm both the July and August rate increases have been applied - not just one.

Keeping pace with the changes

With rates moving more than once a year, manual updates are hard to keep current. QuickBooks Payroll Advanced's pay conditions engine keeps award interpretation up to date automatically.
