Welcome to the Community. Allow me to chime in and share additional guidance on fixing the error when connecting to QuickBooks Online.
Since you can log in through the incognito window, the browser's cache may be full. It can cause unusual behavior in QuickBooks, like being unable to access an account.
I suggest you clear the cache data to get back on track. You should be able to access your account through a regular browser after you perform the recommended steps.

im haveing the same problem just on 1 desktop, have cleared cache, have changed browsers, have turned of firewall and norton, works for a day then just wont load, works fine in cogneto?

We appreciate you doing the clearing cache and cookies on your browser, but since you've mentioned that the issue persists after doing the troubleshooting.
As there are no outages with QuickBooks Online, it can be opened on other browsers instead. I suggest contacting IT support to check the settings of your desktop or computer since you mentioned that this is only happening on one of your desktops.
