Thank you for reaching out about reconciling on a mobile phone.
The QBO mobile app has a different interface than the QBO web version. It doesn't have a Gear icon, and we're unable to reconcile using it. However, you can still access your account using a mobile browser, so you can have the interface like in the web on a desktop. Then, you can reconcile your account.
