Hello Community Users, we just wanted to pop in and update this thread. Starling bank is able to be linked with QuickBooks Online through open banking. If you have money pots it does not include that however we can help you work around it. You can view the current banks we connect with at this link

We recognize the urgency to have Starling Bank integrated to QuickBooks Online UK.
Currently, we don't have the timeline on when our engineers will release new features. Rest assured, this request is forwarded to the Development team for consideration in future updates. They strive to keep pace with our customer's business and accounting needs by reviewing the feedback sent to them.
If your financial institution supports exporting bank files, you can upload them into Quickbooks manually. You can check out this article to learn more about importing bank transactions: Manually upload transactions into QuickBooks Online
You can also send a request to add your financial institution in QuickBooks. Here's how:

I have same question on when Starling will be available in Quickbooks integration.
But also, if we go down the route of manual upload for now, then when the integration becomes available, will we have issues with duplicate entries? I heard stories where people spend ages trying to manually delete previous manually imported entries once integration works and starts to download those entries automatically.

We add support for banks based on the number of customer requests, so I highly suggest you to also send a request by following the steps provided by Jen_D.
Once QBO successfully added Starling, you’ll just have to exclude the transactions by batch coming from the bank to avoid duplicate transactions.
