You don't have an option to close a payroll scheme in QuickBooks Online Payroll. You'll just need to stop running it after marking all employees as leavers and submitting the RTI. Then, you can use the
Basic PAYE Tools of HMRC. For more information, feel free to check out this link: https://www.gov.uk/basic-paye-tools.

Hi Mark
Thanks for getting back to me. Why doesn't Quickbooks have this functionality?
Hi there, @gshiels.
Having the option to close the payroll scheme and notify HMRC is a great idea to add to our program.
Added features in QuickBooks are based on the request submitted by customers like you to our developers. Right now, this functionality isn't offered yet.
I can see how this option would be helpful for you and your business. Therefore, let me take note of this as a suggestion to improve your QuickBooks experience.
At the moment, let's utilize the HMRC's Basic PAYE Tools. This is a free payroll software from HM Revenue and Customs (HMRC) for businesses with fewer than 10 employees.
We must always meet our customer's needs. While we continue to make improvements, I want you to be updated with the latest QuickBooks news and product release through our Firm of the Future site. This is where we share recent happenings and future developments, such as updates to newly added features.
You're always welcome to comment below if you have other payroll concerns or inquiries. I'll be around to help. Take care.
