Yes creating a dummy journal worked and all the payroll journals have now posted.

I haven't received a report yet about the error. You can perform the steps below for now as a workaround.
If the steps didn't work, you can create the payroll journal manually.
On the other hand, I recommend getting back in touch with our Payroll Support Team. I know you've already contacted them, however, you can report the issue so they can create a case under your company. They can forward the issue to our Product Team for further investigation.
