I would like to use QuickBooks Payroll to assist Disabled people who receive direct payments from their county council, of which they use to employ people to support their personal needs. They're not self-employed so don't require any of the main packages. Would it possible to set up a QuickBooks package that allows me to just run payroll and make it cost effective for the client?

The lowest-priced option would be to use a placeholder account for the client and then enable the payroll on this, as the payroll is a plugin to the product and not available as a standalone feature, and we currently do not have any plans to make this available without an active Quickbooks Subscription.

You have to have an active subscription to enable you to attach/run one of our payroll systems. You do not have to enter any information, other than the payroll information, to the account for you to able run the payroll. Therefore you will pay the subscription charge and then the additional charge per employee. If you sign up to the Advanced payroll after the 1st of November 2019 you will also incur a subscription charge of £8.00/month for the payroll.
My active subscription is the QuickBooks Accountants package. The majority of my clients have been given a wholesale billing package. However in this case, disabled personnel only require payroll, which is charged at £1 per employee under other relevant subscriptions.
Is this not something that QuickBooks could look at now or in the future? If not then it would be prudent to use the HMRC Payroll Tool, which is free. However I did want to use QB as a selling point, promoting them at the same time.
