I've checked my resources to verify if there's an on-going issue about being unable to submit payments to the HMRC, but we have no reports of any. I have some troubleshooting steps to help you fix the issue.
To begin, you can use a different browser and trying Chrome's Incognito Mode. This turns off extensions and add-ons that interfere with the program. Here are the shortcut keys for each browser.
If you can successfully submit the payments, clear the browser’s cache to start on a clean slate. You’ll find detailed instructions in this article: How do I clear my browser cache and temporary Internet files?
Once done, you should be able to submit the FPS smoothly.

I want to point you in the right direction so you can submit the tax return.
This error can happen when the user ID and password entered do not match what’s recorded in the HMRC. Since you’ve checked the login information several times, I recommend contacting the HRMC to see if the online submission for payroll forms is activated.
They also have tools to review your user ID and make sure you can submit the FPS seamlessly.
