On the other hand, it's possible that you're not authorised to submit VAT with HMRC. Ensure to authorise QBO to interact with HMRC. Here's how:
Once done, you'll see a badge on your tax dashboard to indicate that MTD for VAT is already enabled.

However, if you're an accountant or a bookkeeper, there won't be an HMRC option in the accounts and settings as it is handled by Agent Services Account. Check out this guide to help you set up the option: Accountant's Guide To Setting Up For MTD For Vat In QuickBooks Online.
