It seems that the steps you've followed are for QuickBooks Pro and Premier. Exporting from QuickBooks Enterprise is a different procedure. I'll show you how:
7 .Select the Choose online company▼ dropdown, then choose the company you want to be replaced by your company file, then click Continue.
8.Enter “Agree” in the text field, then select Replace.
9. Click Yes, go ahead and replace the data, then select Replace.
Once done, run a Balance Sheet and a Profit and Loss report in your QBDT and QBO account to ensure that the numbers match. Run the same report on an Accrual basis and for All Dates in both programs.
Here's an article that will guide through the step-by-step process: Move your QuickBooks Desktop file to QuickBooks Online. Though it's a US article it can be also applied in your version.

Are you using an outdated version? Utilize the trial license of QB Desktop 2020 or 2021 and make sure your Total Targets < 500K migrating to QB Online.
Hi, That didn't work
If I start at the beginning, I have been running an outdated version of UK quickbooks desktop for some time and all working perfect but I need to upgrade so I bought a QB online subscription and want to transfer company file etc, the version I am running does not have the option to upload company file to QB online, so I downloaded a trial version of Quickbooks Pro desktop UK version which I have working fine with all my company details inputted correctly, but the UK version of QB desktop pro 2020 doesn't have the option to upload to QB online under the company tab.
I also downloaded the US trial version but when I try restore my company file I get an error message saying file not created with US version of Quickbooks. so frustrating!!!!
Hello there, craig-cglewispla.
Importing data from QuickBooks Desktop to QuickBooks Online can be completed with any full-permission type user- Company Admin, Accountant, Master Admin. As long as you've signed up the company file with one of these user types, you should have the option to upload data to QuickBooks Online under the Company tab.
We can contact our specialist to further check why the UK version of QB desktop Pro 2020 doesn't have an option import data to another platform. Here's how:
Here are some articles that help you with the process:

Hello MG87, thanks for posting on this thread, you might need a purge extension as if the account is over the 90 days it wont show up in the list. You will need to ring the helpline on 0808 234 5337 and they will be able to do the purge extension for you.
If your QBO account > 60 days old, consider opening a new blank QBO account instead to pay the discounted rate.
Thanks Ashleigh1, my account is less than 30 days old. what else do you suggest i can do?
Chat Support and ask Data Service to migrate your data. Otherwise you have to purchase a 3rd party migration service.
@MG87 wrote:Is this the reason that it is not showing in the drop down because of paying less than the normal subscription fee?
No. You should be able to migrate anytime within 60 days period.
