Apologies - please disregard last comment. I found the answer. I need to upgrade to 'Advanced' for this functionality.

Each QuickBooks Online plan has it's own usage limits - please click here to view the user allowances for your subscription type. If needed, you can upgrade at any time within the billing tab of your account settings to allow you to add further users.
Thank you for your reply. We use QBO Plus. I read the various plan versions on the link you provided but I've not been able to discover which upgrade will enable me to create custom roles.
Any further advice greatly appreciated.
