If the account has been inactive for over 365 days it would have deleted itself, however, if not you should be able to sign back into the account using your credentials and update the billing so that it activates. Please bear in mind that if it was a UK product that you have used the currency will be set as pounds and taxes would be set up to the Guidelines to HMRC here in the UK, depending on what you need QuickBooks for you may need the Global product so that taxes, etc is set up correctly for the region you are in.
