You can run a speed test to see if your internet speed reaches 3 Mbps, which is the minimum requirement for QBO. As for your device, it should at least run in iOS 11.1 and has enough memory to cater to the needs of your apps.
If you have a lot of apps, try clearing their cache or uninstalling the ones you no longer use. You can refer to your iPad's manual about clearing caches. Updating or reinstalling your QBO app is also a great troubleshooting step to resolve issues regarding lags.
