I'll share some information about the issue of redownloading bills instead of opening them.
I recommend checking your browser settings and ensuring you have a plugin for the PDF reader. Once set, you should be able to view the bills when you click on them.
You can also check how to manage your uploaded bills and receipts in QuickBooks Online to save time tracking and recording your receipts and bills from suppliers.
You can then review, add, or match receipts and bills.

Something's been changed, all new pdf attachments behave this way now whilst older attachments still open in a separate tab to view rather than download
It's a PITA for want of a better phrase
As for browser plugins, Chrome doesn't let you determine the default pdf viewer any longer so that suggested solution doesn't seem to work either, for Chrome at least
You can force Firefox to open a pdf via the browser settings, but it still downloads the pdf in the background to fill your PC up unnecessarily
It's clunky, but it's a workaround until QB see the light and put it back the way it was
