It may a browser related issue, we would be grateful if you can sign out of QuickBooks clear the cache and cookies on your browser, login and attempt to view the VAT codes.
You can also attempt to establish if the VAT codes have been de-activated, taxes > edit VAT > edit codes

Have you navigated to the taxes section and set up VAT?
yes I've been using the system from march of this year ,I went to do invoices today and the vat menu wouldn't come up
