Can i apply and enter the VAT content only for the road fuel scales charges per quarter and if so where/

Please speak to an accountant about this query - They may suggest a custom VAT code or a VAT adjustment. If you're an accountant, we would suggest speaking with HMRC. Fuel scale charges are not supported with a specific section just for this in QuickBooks.
