QuickBooks Online (QBO) app is always in sync with QBO on the web. This means that any task you do or information you add in the app shows up on the web, and vice versa.
In your case, since the QBO app and the browser version isn't syncing, let's reset the QBO app to sync everything what's on the browser.
Also, please take note that in QBO app, you can see your actual bank balance in the Dashboard. The balance on the bank register on the other hand can be found if you go to your Chart of Accounts.
If the information from the QBO app and browser already syncs, let's go ahead and identify why they don't match and fix them accordingly.

I have refreshed the data on the app (both mobile and tablet) which has aligned them to give the same results. They are different to what the results on the web show (laptop).
Neither of which match my actual bank balance even after a full refresh.

My desktop version of Quickbooks shows a bank balance 409.99 more than the actual bank balance. The mobile version of Quickbooks shows a bank balance 171.77 less than the actual bank balance.
