I appreciate you performing the steps outlined by my peer above when turning on the billable expense.
Just to confirm, are you using the Simple Start or Essentials version? If so, this maybe the reason you're unable to see the Pencil (Edit) icon on the Bills and expenses section.
The billable hours from the timesheet feature is available in Essentials but the tracking of billable expense by customer isn't included. This is only available in the Plus version. You might want to check the features of each version and their prices through this link: Compare Online Versions of QuickBooks.
If you find the other versions greater benefits, I'd suggest upgrading your QBO subscription. By doing so, you'll get the Billable Expenses feature to suit your business needs. It also helps you run your business smoothly.

Hi Mirriam. Thanks for your reply. I have followed your instructions to make sure I have the billable expense feature turned on, but I do not have the pencil icon to allow me to make changes to the bills and expenses section. The only option I can amend is the default bill payment terms. Do I need to do something else first please?

Hi Raymond. Thanks for your reply. I have Essentials.
What I am trying to do is when I enter a bill, which my company will pay, I want to be able to assign that bill to a customer so when I invoice the customer I can recover the moneys for the bill we paid.
I have previously been using a desktop version of QuickBooks Pro but have recently had to transfer over to an online version. I was able to perform this function on the desktop version.

With Essentials, it's only billable hours from the timesheet feature included, but the billable expense to the customer feature is not included.

No all Quickbooks versions allows you to do what you just explained! For example Quickbooks Essential does not have the billable expense feature. There has to be a better way!!!
