Hello Community users, we just wanted to add to this thread with some possible reasons why the CIS keeps getting rejected..
Due to the sensitive nature of tax authority user credentials, a single error message is sent by HMRC to QuickBooks Online to prevent any possibility of bad actors potentially causing security incidents.
If you are having difficulties submitting your CIS return via QuickBooks Online, please verify the following:
Correct username
Correct password
Valid UTR
Valid PAYE Ref
Valid Accounts Office Ref
Valid Subcontractor UTR
Accurate National Insurance numbers
Accurate verification numbers
Any special characters in subcontractor name
Characters allowed:
A-Z, a-z
0 to 9
space & ‘ ( ) * , - . / @ £
Please note: the Ampersand (&) and the Pound symbol must be in an escaped format (& = & £ = £)
To verify your login credentials, please log in at HMRC. You may need to reset your password.

Let me share with you some learning about filling CIS inside QuickBooks Online.
An early CIS return may get rejected when submitting it in QuickBooks Online. I'd suggest filling it directly to the HMRC. Before doing that, let's check first your information by going to the Account and Settings to avoid rejection.

Once done, you can now file the return to the HMRC website.
