One of the reasons you're unable to view your previous payslip is that you haven't run a payroll. If you've done this, let's open your account in incognito mode to determine if this is a browser-caused issue.
Sometimes, our webpage gets overloaded and causes issues while working on your QuickBooks Online (QBO) company. This can be the reason why you can't pull up those data.
An incognito mode won't save your browsing activity, cache and cookies, or site data. To use one, here are the keyboard shortcuts you can follow:
Once there, please open your account and check if you can view your prior payslips. If you've successfully viewed using a private browser, please clear your browser's cache for a fresh start. Also, I suggest using an updated and supported browser so you can utilize QBO to its full potential.
