There are several reasons why P60 forms may not be available for employees who have left, Rebecca. I will outline them below and offer troubleshooting tips for your journals.
Before proceeding, can you share more information about the payroll system you're using? What are you trying to do with the journals? On what page are you looking for the leavers? Is it on the report or the employee list?
The methods to create P60 forms in QuickBooks depend on your payroll subscription. The Documents tab you mentioned locating for this form verifies that you're using the Standard one. Additionally, please know that P60 forms are generated only for those employees who were still with the company on the final day of the tax year (April 5th). If they depart before this date, they will not receive a P60 but will be issued a P45 form, which details their earnings and taxes paid up to their leaving date. If this is the case, this might be why the documents show none.
However, I recommend contacting our QuickBooks Support Team if the form is still missing after the final payroll. They can review and help you further in generating the information on the P60 form. You can also request guidance on how to calculate the data manually.
Moreover, let's access your QuickBooks account via an incognito or private window for your journals and leavers. This mode doesn't retain cache, so we can verify if it is a webpage issue. Use these keyboard shortcuts:
From there, open or create a journal and go to the employees list to view the leaver. If their profile is missing in the Employees tab, select Active employees and switch it to Leavers. If this works, clear the browser's cache to start with a clean slate. You can also use other supported browsers as alternatives.

I totally agree, I hate it!! I still can't find the P60's, awful update. I have used QuickBooks for decades as it used to be so user friendly. It gets worse and worse with every update.
