Good day, wgeer79.
Allow me to share some information regarding the banking error 1000. We're receiving reports that other users are getting this error as well. We would like to inform you that this has already been escalated to our Banking Team.
While they do, I would advise you to get in touch with our QuickBooks Support. This way our engineers can add your account information to the list of affected users and attach your case to the INV-46726. Any progress will be communicated via email.
As much as I’d like to provide you a workaround so you can update your bank transactions, using our WebConnect feature isn’t recommended since it’ll most likely cause duplicates after downloaded.
You can go through these articles to see the lists of financial institutions that support the open banking connection as well as ways of upgrading your bank feed:

Upgrade your bank feed connection to Open Banking
I appreciate your patience while this is being worked on. Please know that I'm just a post away should you need anything else. Wishing you a wonderful week ahead.
We have an update with regard to the bank connection for QBO UK, wgeer79.
With the new banking regulation, any connections for QBO UK has been moved to Open Banking. This way, you can share your financial information electronically, securely, and with permission, that is confirmed every 90 days.
This type of connection offers enhanced speed, security, and smart solutions to banking errors.
I've added this article that talks about the new connection: What is Open Banking?
You always have me if you need anything else. Keep safe!
Thank you for your reply, what steps do I need to take to reconnect my account?
I have found the update button on the Quickbooks page, however I'm still getting the error code "Sorry, your bank no longer supports working with QuickBooks. Contact your bank for more info.(1000)" despite Starling being in Quickbooks help link saying it's "Available Now"
I have contacted my bank you don't seem to have an issue their end and my Starling App is still showing as connected to Quickbooks
