There's an open investigation with regard to adding Paypal transactions in QuickBooks. We are currently aware of this issue and our Engineering Team is working with Paypal App to resolve this promptly.
I recommend giving our Customer Care Team a call to add your account details to the list of affected users. This way, you'll be updated as soon as a fix is implemented.

- Click the Help icon.
- Hit Contact us.
- Enter "unable to add Paypal transactions" in the description box, then click Let's talk.
- Choose Get a callback.
