Does the 'update you invoice template?' come up automatically when creating progress invoices? What do I do if mine doesn't?

I am trying to initiate progress invoicing and can get to this step: 
5. In the Update your invoice template? window, select Update. However, this window does not come up and if I try to create a new style template the page gives me an error and tells me the url is no longer valid.
