You can add the logo in the company settings. Then, it'll synced to your sales forms. Here's how:
Go back to the Custom Form Styles setting. You can make some edits from there. If you're still unable to add it, it's an unusual behavior of QuickBooks that is caused by some browser-related issue. We can get this fixed by accessing your QuickBooks Online account and adding the logo through a private browser. For example in Chrome, press Ctrl+Shift+N.

I have followed a lot of these now on unable to upload I have ensured my logo meets all your uploading requirements and tried to upload in a private browser. It will upload to preview in my list of logos available but when I click Save to add it to quickbooks nothing happens

Once able to open a private browser, try to add logo again. If it works, then your main browser may have too much historical data from previously visited websites which slows down internal processes and causes this kind of behavior.
To ensure this doesn't happen again, it's a good idea to clear the cache of the browser you're using.

As stated I have already checked all of the specification requirements of the logo.
And I have tried to upload in a private browser
None of these are working. Thank you to the link for troubleshooting but in terms of not being to upload at all the only advise given is the same as you have just gave.
Really not sure what the next step from here would be.
