No: but I don't send out a lot of invoices and none are o/s now so I've not been bothered by it for a while. If it happens again I'll follow up.

We have the same issue.
When we are using Rules if the transaction has an exact match, the rules don't catch and instead, it suggests a match. There is no way that I can see to prioritize a rule over the auto-matching of a transaction with an open balance.

Bank rules affecting transactions that don't match them are unusual behavior. For most general issues in QuickBooks Online, clearing your browser's cache will do the trick.
Beforehand, let's try accessing your account through an incognito window to rule out the possibility of a webpage issue. You can refer to these shortcut keys to open an incognito window in all supported browsers:
If it works, I recommend clearing your browser's cache as you may have accumulated too much historical data. This way, you can access QuickBooks with a clean slate. You can also use a different supported browser.

The issue is these bank transactions do match QBO transactions (via the dollar amount) but are not intended to match. QBO will only show the exact dollar amount match even though there's an auto add rule that should be running.
These tend to occur on reoccurring transactions. So a rule should be creating the 'transfer' for 100 but instead is showing the 'match' to a unrelated future bill for 100.
