You can update your PayPal connection by adding and matching your bank transactions first and then disconnect and reconnect it. Then, you can follow these steps:

What bank are we trying to update or connect so I can help you more in identifying issues for banks that have the error 355. It prompts when there's a disrupted connection between QuickBooks and your bank. We can manually update your bank. Here's how:
We can manually import your transactions in the meantime. We can ask a list of your transactions from your bank and save it in a file format that we support like .QBO, .CSV, or .QFX. Then, we can follow the steps below on how to import them.
Once the transactions are in our bank feeds, we can categorise them.

No @Catherine_B I won’t be manually uploading transactions. Do you have any idea how labour intensive that is when you run a retail e-commerce business? I haven’t asked for support, I already have a ticket open.
No idea why you are referring to error 344 when the issue is the open banking error 355.
Any other QuickBooks users in the community getting error 355 on their PayPal feed?

Error 355 is a temporary error impacting your bank connection which should normally resolve within 48 hours. Right now, we haven't received any reports from other users getting the same challenges.
If you're working in the Banking page, you can run a bank update to refresh the connection.

However, if the error persists for longer than 48 hours, I recommend contacting our QuickBooks Customer Team by going to the Help ? icon in QuickBooks.

Hi @MirriamM did you actually read what I wrote previously? I have already contacted support and raised a ticket. I have had no response.
I have used the update function and reported the issue over 50 times. No response.

You're not alone, I have error 355 on my Starling accounts currently.
QBO: perhaps read each comment twice before replying and then users would be less frustrated?

The error 355 is a none issue at the, moment for starling bank, it is usaurlly just a templory issue that goes away but at the moment it is not for starling, I will have to raise this up to our banking engineers.

Hello ReinTrading, the investigation for error 355 on the Starling connection was confirmed as resolved by our engineers on the 11/03/20 and accounts should now update successfully.
If you are still seeing this code, please clear the cache on the browser or login through an incognito window to refresh the feed.
If the error persists, get back to us below and we'll take a look into this in the back-end.

Which financial provider are you with ReinTrading? The recent investigation for the 355 error impacted PayPal and Starling connections.

Currently, the previously reported issue has already been closed. You'll want to download bank transactions from your bank. Then, manually upload them into QuickBooks Online (QBO) so you can update your bank. Please refer to this article for detailed steps: Manually upload transactions into QuickBooks Online.
Once done, if PayPal isn't still updating, I suggest contacting our support team so they can help you verify if there are other users who are experiencing the same thing. They have the tools to pull up your account in a secure environment. This way, they can also provide you additional troubleshooting steps to resolve the issue.
Once done with the update, you can your records entered in QuickBooks. Please check is the article for future reference: Match and categorise bank transactions in QuickBooks Online.

Clearly that's something else that doesn't work on QuickBooks - please can you explain why the report feature doesn't work on banking errors on the banking page.
I also have open tickets so how can you suggest that you haven't received any reports?
We have been getting repeated problems connecting with our HSBC online feed for 2 months. I have a ticket from Intuit customer support dating back to Jan 28 2020 but it has not been resolved permanently and keeps recurring. The error number changes, sometimes it is 9999 but essentially it won't download new transactions and says there is a problem.
Come on Quickbooks- please help this is becoming impossible.

So error 9999 is just a temporary error that should resolve itself in 48 hours. are you getting all the errors when you are trying to update your account to the new open banking feed or when you click on the update to try and pull the transactions into your account?
I have had this same error for over 6 weeks for PayPal - reported every time to QBO - even had a lengthy online chat - told each time to leave it 48 hours - yet it still has not be resolved. I have disconnected and reconnected the bank and even tried to create a new one - but nothing works.There must be something QBO can do to resolve this now
Let's connect your account through the Open Banking process, NME504.
When the Open Banking connection was launched, all Standard Banking connection was discontinued including PayPal. That said, we'll have to reconnect your account using Open Banking. Here's how:

I can see that my colleagues have already provided steps to resolve this issue, and I'm pretty sure you went through them. Therefore at this point, I would recommend getting in touch with our QuickBooks Online Support. That way, they can take a look at your account further. They can use a screen-sharing tool to get more data about this issue.
On the other hand, you can upload the transactions within the affected period, so you can still continue with your work.
