Managing users on your QuickBooks account, is only accessible by the Primary Admin. It's important to note that an Accountant cannot be removed from your books by another accountant. If you're listed as the Primary Admin and the Accountant user, with the same login credentials, you'll be logged into the client account as the Accountant user, rather than the Primary Admin.
