Can you create a project for a subdivision and then have sub projects withing the subdivision for each lot and house being built?

This advanced feature comes built-in with QuickBooks Online, to simplify the accounting for individual jobs under a parent customer. When creating a project, you have the option to choose a customer to assign it to. While you won't see any projects in this list, sub-customers can be selected to further categorize your projects on additional levels. Here's a few simple steps describing how I would set this up:
Set up your parent customer as a regular customer.
Head to the Sales tab and select Customers.
Click New customer, and enter the necessary details for the subdivision.
Check the box for Is a sub-customer, and select the appropriate parent.
