Welcome to the Intuit Community! I've got some information to share regarding sending an email to all of your clients in QuickBooks Desktop.
If you mean to send a personal announcement to all your customers in QuickBooks Desktop, this option is currently unavailable. The system only allow you to send customer-related entries (invoice, sales receipt, statements).
To accomplish this goal, you'll need send the email outside of QuickBooks and enter all your customer's email addresses as the recipients.
I can see how convenient it would be to send personal email to your customers straight from QuickBooks Desktop. I'll do my part and personally submit this preference to our developers, so this will be assessed and taken into consideration.
