In 2019 Quickbooks Pro I was able to run my two company files on my one computer by opening one at a time. Is this still possible in the 2021 and 2022 versions of Quickbooks or do I have to buy 2 licenses for this? To explain what I mean "In the file menu you could select open previous company and you would be logged out of the one and you could choose the other company and log into it.". Please no fancy talk. All I want to know is if this is possible. Thank you in advance.

You can still manage multi company files on QB Desktop 2021 and 2022. If you need to open 2 company files at the same time, consider using QBD Accountant edition. You can still purchase the one time (outright) license for QBD Accountant 2021 CA version from some partners. Otherwise you can purchase the one time (outright) license for QBD 2021 Pro/Premier edition to upgrade your version.
Just to clarify it is Quickbooks Pro Desktop that I am talking about.

Is this allowed with Quickbooks online as well?
One QBO account is for one company data. You can utilize the class tracking feature available in QBO Plus and Advanced to manage branches/divisions.
