When reviewing transactions for expenses, it's asking Zero-rated (0%), Exempt (0%), Out of Scope (0%) or HST ON (13%). Why is it asking that? Isn't this for Sales?

QuickBooks Online provides the option to add sales tax to your transactions. This includes expense. If you're not using taxes on expense, you can review this article which provides a list of common sales tax codes you can use.
