A browser-related issue may affect your experience in setting up your bank account. For now, I'd suggest performing the steps through a private window to narrow down the result. Here are the keyboard shortcuts:
If it works, clear the cache of your main browser to remove browser history. Otherwise, use another supported browser as an alternative.
If you can't click on the Connect Bank or Change tab, it's possible that the pop-up windows are being blocked. You can run through solutions provided in this article to fix the error: Why doesn't anything happen when I select a button or link?.

Thanks for getting back to us here. It's important that you're able to accomplish your QuickBooks goals so you can get back to business as soon as possible. I'd be happy to assist!
Follow these steps to get started with QuickBooks Online Payments;
1. Open Settings ⚙ in the top right and select Account and settings
2. Click on Payments from the left menu and then Learn more to see the pricing information
3. Select Set up payments
4. Follow the prompts to enter the required Business information
5. Hit Next
6. Follow the prompts to enter the Owner information and then hit Next
7. Complete the Bank information
8. Hit Submit when finished
Note; You'll receive an email from our QuickBooks Online Payments team within 72 business hours with the status of your account and the next steps to complete the setup.
Here's how to connect your bank and credit card accounts;
1. Open Transactions, then select Banking from the left menu (Take me there)
2. Select Connect account if this is your first time connecting. Or select Link account if you've already created one.
3. Enter the name of your Financial Institution in the Search field
Note: If you can’t find your bank but still want to add your transactions to QuickBooks Online, you can also manually upload bank transactions.
4. Select Continue and Sign into your bank by entering your online banking Username and Password
5. Follow the onscreen steps to connect. Your bank may require additional security and it may take a few minutes to connect.
6. Select the accounts you want to connect like your savings, checking, or credit card. Then choose the matching account type from your chart of accounts in QuickBooks.
7. Choose how far back you want to download transactions and then hit Connect
You're all set! When you're ready to download your transactions, go to Transactions > Banking > Update.
