Thanks for reaching out to us here. QuickBooks Online Payroll is a great tool to have, it lets you pay your employees for the hours they worked. It's vital that your deductions are set up correctly in order for your books to balance properly. I can provide some information about Union dues in QuickBooks Online.
At this time, there isn't an option to set up Union dues in QuickBooks Online. As a workaround, You could always calculate the deduction per hour outside of QuickBooks and convert it into a flat rate. By doing that, you will be able to enter the flat rate into QuickBooks. I can see how this option would be beneficial for you. I recommend leaving feedback by navigating to the Gear icon and then selecting the Feedback option. These comments are considered by our Engineers when they develop new features for QuickBooks.

Thank you so much for your reply and help. I also got another work around to this. Since the client's deduction is per hours worked and his pay is say $40/hr and the deduction should be $0.40 per hour worked, I did the following to get a percentage rate for the worker's gross pay.
$0.40/$40.00 X 100 = 1% of the gross pay per pay period.
