Our engineers are aware of this issue and are working on getting this resolved. I recommend reaching out to the support team outside of the Community. The .xml file created when transmitting T4's populates the transmitter's business number on the T619 with that of the client and therefore, cannot complete the transmission.
I have tried to reach out to my rep but have not received a response
I have even modified it to show my rep ID or my business number, but to no avail. As I don't expect to get a resolution from Intuit in a timely fashion, based on your statement, I am no entering the T4s manually. What a joy.
Same situation, When I try to efile through Quickbooks it is supposed to create an XML file but it is creating an HTML file , and when I get to the area to login into CRA with represent a client ID and sign in partner (I use my bank) as soon as I enter by bank Login ID I get the following message
"We're sorry for the inconvenience. This function is currently unavailabe. Please try again later."
Tried logging into my CRA account to just upload the file through there and got the message that my transmitter ID did not match the T619 ???
Error: We are unable to process your submission because the representative ID given in the attached T619 electronic transmittal record does not match the representative ID you used to sign in
so looks like I will be doing manually as well. Good thing I only have 10 to do but still arghh!!
FYI also as mentioned the file that QB is supposed to create s/b an XML file mine is showing up as HTML and it disappears from the folder after an undetermined amount of time
Is there any update on when QB will fix this?

In the meantime, here are three potential workarounds to resolve the issue:

Replace the ‘xxxxxxx’ with the 7 alphanumeric value that’s equal to their Representative Identifier.
Note: Please ensure there is an indent for xxxxxxx to align with the
XML document.

Can anyone make sense of this?
This doesn't make much sense. As an accounting provider you are a representative and don't have access to the business' "My Business Account" as that would be akin to acting as the business owner themselves. That's the whole purpose of the representative function. Disappointing that Intuit provides incorrect information that could lead to potential liability issues.
Update: As I work with both QBO and the competition software which shall remain unnamed, I encountered the same problem there. BUT, there, the community members have already sussed out how to solve the issue.
The issue is that the CRA as of this year wants to see your Rep ID, which is the 7-character alphanumeric code you see in the top right beside your name when you log into the CRA website. The top of that xml file needs to be amended. Here's what the top part of the T619 record looks like in the other software:
